Foreign Trade Zone Advantages (FTZ)

Puerto Rico consistently ranks among top FTZ performers by volume and activity, reinforcing the island’s logistics advantage. Our Free Trade Zone designation can benefit our tenants business in multiple ways:

  • Duty deferral & reduction: Pay customs duties only when goods enter U.S. commerce; no duty on re-exports.

  • Inventory tax exemption: Foreign and domestic goods held for export are generally exempt from state/local inventory taxes.

  • Cash-flow & compliance advantages: Streamlined CBP processes; 2024 policy extends a benefit for CTPAT Trade Compliance partners utilizing an FTZ.

See how the FTZ works for businesses in healthcare and medical devices in our FAQ below.

 FAQ

  • A Foreign-Trade Zone (FTZ) is a secure area under U.S. Customs and Border Protection (CBP) supervision that is generally considered outside U.S. customs territory for duty payment. Companies can admit merchandise, perform compliant operations, and pay duties when goods enter U.S. commerce or not at all if re-exported.

  • 361 operates in a designated Foreign-Trade Zone in San Juan, Puerto Rico. FTZ 61 is an active zone authorized by the U.S. Foreign-Trade Zones Board and administered locally by Puerto Rico’s Department of Economic Development and Commerce.

  • Common advantages include duty deferral until goods enter U.S. commerce, no duty on re-exports, and potential exemption from certain state/local ad valorem inventory taxes for foreign merchandise and domestic goods held for export. These benefits can improve cash flow and reduce total landed cost.

  • Yes. 361 provides regulated storage options, including temperature-controlled zones, monitored access, and traceable inventory controls suitable for healthcare, medical devices, OTC, electronics, and other compliance-sensitive products.

  • No. Puerto Rico is a U.S. territory, so shipments from the U.S. mainland to Puerto Rico are not exports for U.S. customs purposes. However, FTZ processes and benefits still apply to international imports staged or processed at FTZ 61 prior to entering U.S. commerce or being re-exported.

  • We help with export readiness: HTS/ECCN classification guidance from your broker/partner, export marking and packing, and coordination for Electronic Export Information (EEI) filings to AES when required, keeping records aligned with CBP and U.S. export regulations.
